During her first semester at Tarrant County College, Denise Murillo fell behind in her classes while caring for hospitalized family members.

His second semester took a turn for the worse when his grandfather died of COVID-19 and his father fell into an "almost depressive state." Murillo, 19, failed two subjects and dropped another semester because of the mental and physical stress she faced.

Like thousands of other high school graduates, she was forced to navigate her early college career between complicated and stressful situations at home and online learning methods as a result of the COVID-19 pandemic.

For many students, the stress of the pandemic is not worth being in school. As a result, student enrollment in the Tarrant County College District fell 21% from fall 2019 to fall 2021, according to the district's enrollment history.
TCC's enrollment decline is nearly double the state average. Enrollments at community colleges across Texas dropped 11% during the pandemic, according to preliminary data from the Texas Higher Education Coordinating Council.

According to David Jimenez, associate vice dean of enrollment and academic support services at TCC, it's hard to pinpoint why TCC's enrollment drop was greater than the state average. However, several common factors contributed to the statewide decline and affected TCC as well, he said.
Jimenez said the pandemic is clearly the biggest reason many students are barring college. Uncertainty about what will happen in people's personal lives, combined with health concerns and potential job insecurity, has prevented many from being in college in the spring of 2020 or enrolling in the fall of 2020.

"Students have a lot to adjust to, students have a lot to understand," Jimenez said.

Chris Fernandez, director of policy analysis at the Texas Association of Community Colleges, said it's common to see large swings when looking at average percentages. The TCC district had the third largest decline in enrollment among community colleges in Texas, with Western Texas College in Snyder at 28.5% and Central Texas College in Killeen at 26.5%. But enrollment in Ranger College in Ranger is less than 1.5%.

When looking at the decline, it's important to think about the socioeconomic challenges the average college student faces even in non-pandemic times, Jimenez said.
More often than not, community college students come from lower-income families than those who start college right away. And sometimes these students are caring for young or elderly family members or working full-time to supplement the family income. Combine these factors with the global health crisis, and it makes sense that community college enrollments are suffering more than university enrollments, Jimenez said.

For Murillo, the stress of caring for his family made going to college as a first-generation student in the midst of a global pandemic even more difficult.
"I fell behind in a lot of classes because of the stress, the stress," she said.

But she decided not to take a break and persevere. She was able to repeat her failed classes over the summer and pass and is now completing her major before transferring to the University of Texas at Arlington.

"I didn't want to take a semester off because I thought I couldn't come back," Murillo said. "I know a lot of people who take a gap year don't go back to school, and I don't want to do that."

Across Texas, enrollment at public universities rose nearly 2% during the pandemic. According to Jimenez, this may be because university students are more socioeconomically distributed.

Another potential factor in declining community college enrollments is the job market. Jimenez said it's easy for college-age students to get a job within a week of applying for a job.
"It's probably very tempting for some students. It might be a little less risky or a little safer for them than going back to a campus with thousands of students or doing actual higher education," he said.

First-time students like Murillo drop out at higher rates than the general population of TCC students. The double credit record rose a few percentage points from fall 2019 to fall 2020, but fell by nearly 14.5% in fall 2021.

However, enrollment at TCC Connect, the district's first virtual campus, has increased by more than 1,700 students since fall 2019, according to enrollment data. With cases of COVID-19 and masking orders, virtual learning is a practical option for many students to continue learning.

The district underestimated the demand for virtual classes when it returned to primarily face-to-face classes this semester, Jimenez said. Now, the district is exploring the possibility of offering more virtual opportunities next spring semester, hoping it will help boost enrollment.
A major avenue used by TCC for research students is a survey each semester by the Institutional Research Department. Other departments, such as the Office of Admissions and the Department of Financial Aid, sometimes seek feedback. Students may also provide feedback during academic advising sessions.

It may take several semesters for personalized learning to return to pre-pandemic enrollment numbers, Jimenez said. However, he said it was too early to make accurate predictions as the pandemic was still developing.
After the Great Recession of 2008, it took about 18 months for college enrollment to recover, Fernandez said. But it may take a long time for enrollments to recover as the pandemic recedes, job opportunities are widely available and the pandemic is still in flux.

In the meantime, Jimenez said TCC is trying to promote itself as much as possible. From emails and text messages to letters and postcards in the mail, the district tries to reach as many students as possible. He started an advertising campaign with some radio spots, billboards and newspaper ads.

Fernandez said community colleges should also target high school students and try to increase double-credit enrollment so that these high school students enter college as soon as possible.

Community colleges are already open, but there's always room for improvement, Fernandez said. He suggested that community colleges should review their admissions process to make it as smooth as possible.
Many campuses also encourage enrollment with a free first semester for selected students, he said. In recent years, many colleges have also started emergency aid programs to help provide funding for students in need.

Declining enrollment also means tighter budgets for community colleges. Community college funding comes from three main sources of revenue: tuition and fees, property taxes, and state grants.
Last session, the state legislature allocated about $1.8 billion to community colleges, according to the Texas Higher Education Coordinating Council. Fernandez said the state has a formula that calculates the scholarship percentage for each community college.

Also, he said, lower paying students clearly means lower tuition income. High schools with high enrollment declines, such as TCC, face greater revenue declines.

But beyond funding, Jimenez said, the concern is how many students are unable to access higher education. Nearly 10,000 students in the TCC district lost the opportunity to earn a degree and lose opportunities to land better paying jobs in the future.

"Our general population is at risk of not having the education they need to have a successful future," Jimenez said.
He points to statistics showing that workers with a college degree are more likely to make more money than those without. According to the Association of Public Land-Grant Universities, workers with a bachelor's degree earn $32,000 more per year than workers with a high school degree.

"I worry about the future of these students who decide not to enroll this semester or, during this pandemic, if they ever go back to higher education," Jimenez said.

Prospective students should decide for themselves whether college is right for them, even with the incentive of a potentially higher salary, Murillo said.

She said her parents never forced her to go to college because school is not for everyone. Murillo followed a similar line of thinking.

Most people don't get a high-paying job after graduating from college, or they don't even have a good college experience because they're not interested in it, she said.
Many of Murillo's friends didn't go to college but are doing well in full-time jobs, which makes them happy, she said.
